Comments: This request was investigated by Mark Clemens, Engineering Technician III of Street & Traffic Division of Public Works Department on Friday June 9, 2006. Based on a site visit to this location on said date, it was discovered that this alley is already posted on the east side as a No Parking zone from 5th Street to 4th Street. The alley is wide enough to allow parking on the west side and still maintain a 10' "passage" to allow emergency vehicles to pass per City Code, Chapter 70, Sec. 70-528 Parking not to obstruct traffic, subsection (a) "No person shall park any vehicle upon a street, other than an alley, in such a manner or under such conditions as to leave less than ten feet of the width of the roadway for free movement of vehicular traffic." Also, Sec. 70-529 Parking in alleys, subsection (a) "No person shall park a vehicle in such a manner or under such conditions as to leave available less than ten feet of the width of the roadway for the free movement of vehicular traffic; and no person shall stop, stand or park a vehicle within an alley in such a position as to block the driveway entrance to any abutting property." Based on the codes cited, it would be an enforcement issue if there is any blocking of the alleyway and the complaintant should contact the Parking Control office of the Kansas City Missouri Police Department.
